Azerbaijan’s response to the Hungarian note

Official Baku responded to the Hungarian Foreign Ministry’s protest note, regarding to the pardon of Safarov, extradited on August 31. As 1news.az web magazine reports that Elman Abdullayev, the official representative of Azerbaijani Foreign Ministry, said about it at today’s briefing.
The Foreign Ministry if Azerbaijan assured in its reply, that the extradition has been done in accordance with the Strasbourg Convention of 1983- on extradition of sentenced persons. Besides, as official Baku reports, according to point 12 of the Convention, each side has the right to change the level of the convict's sentence and pardon him. Moreover, As Azerbaijan insists, granting pardon to Safarov, complies with the Constitution, one of the provisions of which fixes President’s indissoluble right to grant pardon.
Official Budapest had sent a note to Baku last Sunday, saying in particular, that is shocked and considers it unacceptable and condemns Azerbaijan’s step of granting pardon to Safarov, which "contradicts to the international law and is a strong contrast to the promise fixed in the letter of August 15 2012, addressed to the Foreign Ministry of Hungary by the Foreign Ministry of Azerbaijan.”
