Circus dome not to be blasted: no documents?

As reporter of Lurer.com informed from the scene, circus dome won’t be blasted.
MES informed that out of technical problems, blasting works haven’t been realized, but a question arises – was lack of documentation the reason of not realizing the works?
Note, RA citizen Karen Harutyunyan, which demanded for the permission to dismantle the building, left the area, being promised by MES Yerevan rescue department, colonel Misha Ghazaryan that documents will be presented.
To note, RA MES informed that today around 3.30-4.30 pm for the purpose of dismantling Yerevan circus building blasting works will be held at Agatangeghos 1 address.
Dismantling works were to be held by RA MES specialized group of sappers. Emergency rescue group and Police officers were to carry out their duties at the scene.
