"Avetyan Bill": International sanctions for "Harsnakar” case?

Vahe Avetyan’s sister Nvard Avetyan has written an open letter of appeal, which we present below:
This appeal is addressed to all people of good intentions. We, citizens of the Republic of Armenia and former residents, do not tolerate the atmosphere of illegality and impunity in Armenia. We call upon all those who are concerned about this issue, to join our movement and charge the criminal and corrupt leaders of Armenia.
My brother, Vahe Avetyan has been beaten according to the direct order of Armenian Mafioso oligarch, FFA chairman Ruben Hayrapetyan, so-called Nemets Rubo. A large group of employees of the restaurant, along with Hayrapetyan’s personal bodyguards have beated Vahe Avetyan to death in the incident that took place near Nemets Rubo’s Harsnakar restaurant, on June 17 of 2012.
12 days later, on June 29 of 2012, without regaining consciousness died military doctor Vahe Avetyan. He was only 32 years old.
This is yet another warning that the basic human right- the right for life, is not protected in Armenia. Such tragedies shadow the country's Constitution, which declares the Republic of Armenia as a state of law.
The severe beating and the death of the Armed Forces officer has created an atmosphere of desperation and defenselessness among the citizens of the country and deepened the distrust towards the future of their country.
Different countries have strongly condemned the brutal murder, organized and carried out by the authorities of Armenia. Now we require Armenian authorities to perform an investigation to reveal and charge the real culprits.
However, as of yet, Armenian government supports corrupt and criminal oligarchs, who freely continue their criminal activities, without being afraid of punishment, we need to appeal against that criminal-oligarchic officials, who rob Armenia and the Armenian people.
We are confident in the powerful support of the international community. Otherwise, the suffered Armenian nation will not be able to fight for eradicating that criminal regime all by itself.
Armenia's armed oligarch leaders do not fear committing crimes, because they are sure, they are above the law, they are the owners of the country, who enslaved their own nation and keep remaining unpunished.
For years, Amrenian criminal leaders, including Nemets Rubo, have openly threatened, physically “punished” journalists and all those, who raised their voice against them.
But intimidating us is not easy. We require to organize public hearing in Armenia and charge all he participants of the murder. We are well aware that Vahe’s murder is not being properly investigated and his lawyers are not being given the full information that they need to present the case precisely, since the Armenian government refuses to cooperate the investigation process.
Nobody trusts the judicial system in Armenia, and that is why we ask the intervention of the international community and the governments of democratic countries. We ask to help the Armenian people, to punish the criminal oligarchs, who are either involved in human rights violations, or sponsor illegality.
The “Magnitski Bill”, composed by the Foreign Relations Committee of US Senate in the June of 2012, states the implementation of sanctions against officials violating human rights not only in Russia, but in different countries.
We call for creating a new "Magnitski Bill", which may be called "Avetyan Bill" and which will provide sanctions against officials who violate human rights.
We still work on the Bill, and we demand the U.S. government, international human rights organizations and the Parliamentary Assembly of the Organization for Security and Co-operation in Europe to accept the proposal- to ban the entry to other countries and to invalidate private accounts of those officials of Armenia, who are responsible as for the death of Vahe Avetyan, as well as for the human rights violations in Armenia.
We demand to ban the entry to other countries for the children and relatives of those Armenian officials, who are involved in human rights violations in Armenia. We demand to invalidate the personal accounts of the relatives of those officials of Armenian government, who, for the sake of security, transfer the money, stolen from the Armenian people, to the banks of Europe and USA, or make investments in property acquired abroad.
All the oligarch officials of Armenia and their criminal supporters must be deprived of their diplomatic immunity and the right to travel abroad.
