“Safarovshina”: former co-chair of OSCE Minsk Group unmasks Azeri reality

Extradition of Azeri Ramil Safarov caused great wave of discontent in the world. Co-chair of OSCE Minsk Group Vladimir Kazimirov called Safarov’s case “Safarovshina” in the article published in “Nezavisimaya Gazeta”. Observing the important part of Safarov’s case Kazimirov condemned the fact of granting pardon to Safarov. “Not respecting his own promises, they denied them,” Kazimirov stated.
“Author of these lines moved away from the work aimed at peaceful solution of Karabakh conflict, but “Safarovshina” reminded both sides about assuming their obligations and about the measure to perform them,” Kazimirov added. In the period of 1991-1994 mediators came across even with the working style of Baku of refusing signed documents. Author of the article rises a question: how will official Baku be capable to come to an agreement? On April 30, 1993 with the initiative of Azerbaijan UNO SC adopted formula 822, Yerevan and Stepanavan also adopted and confirmed it, and Baku didn’t even respond. Then the author of the article reminds a range of events, when Baku directly avoided cooperation with Eiropean institutions.
The same way after a week of the signed ceasefire on May 12, 1994 Azerbaijan signed a document on fixing ceasefire regime, and 2 days later canceled it.
Following Kazimirov’s assessment the most disgraceful case registered on February 4, 1995 was agreement signed by the trio under OSCE on strengthening the ceasefire regime. This has beforehand been coordinated with Heidar Aliyev, but Baku didn’t follow it suggesting neither to cancel, nor to reexecute, not to correct or make additions.
“Despite suggestions of Yerevan and Stepanakert to redo the agreement, Baku continues totally ignoring it, concealing the fact of existence of the agreement,” Kazimirov notes.
Today Ilham Aliyev also doesn’t accept this and following his father’s – Heidar Aliyev’s idea to settle by peaceful means. Besides all these pre-electoral moods in Armenia and Azerbaijan also don’t ease works of institution mediators. And now another absurd and inappropriate obstacle – “Safarovshina”.
In these conditions mediator states will center their efforts not to solve disputable issues but future worsening of situation (no doubt), moreover on resuming military activities,” Kazimirov concludes.
