Raffi Hovhannisyan sends letter to Serzh Sargsyan

Chairman of the Heritage party Raffi Hovhannisyan addressed a letter to Armenia’s President Serzh Sargsyan.
The letter contains 15 requirements which, if met, can ensure free and fair elections in Armenia.
Since the Armenian leader declared free and fair elections a priority, the Heritage party considers the following steps necessary.
1. Both the president and all government officials must resign as Chairmen of Board of Trustees of Armenia’s higher schools.
2. Higher schools’ student councils must not have any party identification.
3. Armenia’s education system must not have any party identification. No political events must be held at schools. The same principle must be applied to the health system and other public sectors.
4. The ruling Republican Party of Armenia led by Armenia’s president must stop its activities at the Armenian presidential residence.
5. Budget revenues must not in any way be used by the ruling party.
6. End to coordinated actions by law-enforcers, security services, governors and by you – actions aimed at violating citizens’ constitutional rights, intimidating them into servile submission.
7. End to threats and pressure on mayors, heads of communities and village elders.
8. Equal conditions for competition, including financial conditions, and end to influence peddling.
9. Access to mass media for all parties.
10. No election campaign “charity”
11. Switchover to the PR system.
