Dear Mr. Hovhannisyan,
I thank for your letter to RA President, RPA President Serzh Sargsyan. In fact, this is your second letter of the same issues, which is not significantly different from the November 21, 2011 letter. We officially responded to your proposals on behalf of RPA spokesman then, noting that the Republican Party has a positive assessment over the constructive and open-minded approach of any political force and stresses the importance of the interested discussion of each grounded proposal directed to its development and improvement. At the same time we found it necessary to state that initiatives expecting reforms should have a positive intention and exclude the fact of showing subjective perceptions of certain phenomena as an objective reality or the possibility of creating such an illusion, since it’s not fair to put subjective assessments in the grounds of revealing political and legal regularities.
About a year has passed from the last letter. The content of the letter, has not changed, in fact, but the reality has changed. Then we claimed that we are moving towards our goal with clear legislative, institutional and organizational steps- to the stable practice of elections in accordance with international standards. After that we held parliamentary elections in accordance with the rules of the game stated by the new Electoral Code, which was accepted excitedly. After correcting the mistakes, elections to local self-government bodies were held in Armenia, which, too provided serious progress. Very serious. This one year showed , that we are moving towards our goal with big steps. Thus, reality is what we were speaking of about one year ago. Furthermore, we have will and a clear target to crystallize all our achievements in the future presidential elections. I ask you not to doubt in this.
At the same time we repeat our andante, which we’ve already voiced: the statements of declarative nature or the populist slogans shouldn’t serve as a tool to put the factually sold political will under doubt.
At the same time, it is necessary to avoid the attempts to make absolute authorities’ political responsibilities., since those have reasonable limits and shouldn’t become a reason to neglect others’ rights, freedoms and the demonstration of will. And there is no need to ignore the fact that not only authority is responsible for organizing elections in accordance with international standards. Every country should tend to perfect elections, but the alleged deviations before the elections mustn’t undermine the value of such aspiration. It’s another matter when any deviation found or recorded during the electoral process should receive its appropriate assessment, and that is to be one of the criteria in that political responsibility.
