RA ex-Chief of Police and Georgia’s current PM don’t avoid Shamshyan’s camera

Today photojournalist Gagik Shamshyann decided to rearrange his photo-archive: along with old and new photos the photojournalist has also found the photo-report made on October 30 of the last year, where RA Chief of Police Alik Sargsyan hands a sample national driver license to Georgia’s Minister of Interior Affairs of that time, now- PM Ivane Merabishvili.
The photojournalist worries, whether Georgia’s citizen Ivane Merabishvili has ever taken the theoretical and practical exam for the driver license or not, and on the whole, is it possible to give a driver license to a citizen of another country so fast?
In order to receive the driver license, the RA ex -Chief of Police and Georgia’s Minister of Interior Affairs arrived at Traffic Police administrative building by “Lexus” 01 NN 001 car, the driver of which was Alik Sargsyan. Insurance and tech-examination checks were missing from the front glass and the officials were without seat-belts.
By the way, just randomly, people say, "luckily or by chance," the official of Georgia got a driver license with “pepper” serial number- “GE 000001”.
