Chamber of Control to violate the law?

The Chamber of Control launched checking works in Yerevan’s City Hall from September 13, which will last till October 17. The Chamber of Control realizes checking works of state budget executive body both in the City Hall and in separate administrations. But turns out, that head of City Hall’s Public Education Department is Gayane Soghomonyan, which is head of Chamber of Control Iskhan Zakaryan’s spouse.
Note, according to RA Article 5, Paragraph 16 of law on “public service” spouses are considered to be affiliated persons. With Paragraph 17 of the same Article it’s defined that clash of interests is called the situation, when high-ranking official realizing his powers should perform an action or make a decision, which can reasonably be lead by his interests or interests interrelated to him. In this case clash of interests occur which can influence on impartiality of the Chamber of Control and accordingly put under suspicion the realized checking works and reliability and correctness of the given conclusions.
