"Haykakan zhamanak": Why Serzh Sargsyan didn’t congratulate Bidzina Ivanashvili

Why Serzh Sargsyan has not congratulated opposition leader Bidzina Ivanashvili yet, who won in Georgia’s parliamentary elections? Yesterday “Haykakan Zhamanak” reporter tried to find out this from RPA.
"I think it is a procedural issue, my opinion is that it could be a matter of time, because there is a time to record the final results of the victory and such problems," said the Secretary of NA RPA faction, RPA council member Hovhannes Sahakyan.
ANC leader Levon Ter-Petrosyan, PAP leader Gagik Tsarukyan and Arthur Baghdasaryan have already congratulated Ivanashvili. Turkey PM Recep Tayyip Erdogan congratulated him yesterday.
