Why does not Robert Kocharyan run for the presidential elections?

The Minister of Education and Science Armen Ashotyan published a record on his Facebook social network page, which says:

"After reading Robert Kocharyan's today interview, I remembered another interview given in 30.09.2011. I quote one paragraph:

"I do not rule out my return to politics. However, such a step I can not push to another place, though very close and very important for Armenia, the country, but the following three factors:

1. The economic situation in the country and the lack of significant and sustained improvement of  people's well condutions, and as a consequence, blind sentiment and rising emigration,

2. The demand for my return to politics by different sectors of society,

3. My inner confidence that I can drastically improve the situation."

In fact, the real reason of Kocharyan's non-participation in the elections are not today's listed factors and the absence of September's last factors.
