"168 Hours": The former Mayor of Gyumri had surgery and did not pay for it?

According to the newspaper "168 Hours", the former Mayor of Gyumri Vardan Ghukasyan even during his tenure, on April 2, 2007, after the assassination committed against him, in 2009, underwent a surgery in Paris, but still has not paid for it, and the surgery has cost 60,000 euros.
The fact is that according to French law, if a foreigner in this country has a need for treatment, then he is given the necessary medical care with the condition of payment for services in the future. If the person does not pay this amount, the "account" provides the embassy of the country of France.
According to the newspaper, Vardan Ghukasyan's surgery "account" was submitted to the Embassy of the Republic of Armenia in France, which is still trying to get from Vardan Ghukasyan this amount, but the latter refuses to pay.
