When the government is "traffic policeman"

Yesterday, the world celebrated St. Valentine's Day, the day of love, but this day is associated in Armenia mainly with business of desire to earn at least some money.
This is normal, almost all over the world, but it has bright character in our country. The festive mood, in fact, was to be for all, regardless of gender and age, it was fortunately and everything was fine. However, as always, there were negative things that marred the festive mood.
First, the coverage of Yerevan ... probably lighted candles on the edges of the road would be more effective than placed lights. Taking into account the appalling situation in Yerevan streets, sometimes paralyzed, unwittingly become paralyzed right in the middle of the road, sitting in the car and forget about the meaning of the day, but the state, of course, does not care for it. After all, the "state" only drives on a free and well-maintained streets (due to nerves of civilian drivers); police cars quickly appear in the middle of the road and force to stop traffic anywhere, and it is accompanied by mostly shouting and ambition, not including the driver and the driver's experience.
Of course, the police must ensure the progress and prosperity of the state. Such case happened yesterday in that part of Leningradyan street where, frankly speaking, is under construction from immemorial, and God knows when it will end, if it will once be over. Turning on the headlights of the car I was driving down the street, when I heard an order from the traffic police. I stopped. The policeman came up, it turned out that I had no right to travel around the city, turning on the high beams. Here's the news, probably the driving school forgot to warn me about this ... I knew that, but it seems that the traffic policeman did not notice the "agitated" street, where there were more holes than the holes in the cheese. I noted that the lights were turned on because of the bad road, but the inspector could not calm down, I broke the law and must be fined, the "act" was inevitable.
Here's what happened as a result; I paid 10,000 drams cash and traffic inspector was going to return me the change. He took the money and: "This is for you (meaning change), and it is for ...". And immediately corrected himself, for the "state." Here the attractiveness and prosperity of our country is revealed: our government is "traffic policeman." Let us hope that in the next five years, it will become a "sanitation centers" and will expel worthless from the country ...
