Norwegian Health Minister Jonas Gahr Store has proposed to decriminalize the smoking of heroin.
He argues this would reduce intravenous use, also leading to a reduction in the incidence of hepatitis and HIV-AIDS.
Mr. Store says he has the support of many other Cabinet Ministers.
