When can we say that Raffi has become one of NSC?

During yesterday's rally in Liberty Square Raffi Hovhannisyan demanded that he must be allowed to name the leaders of eight government departments. Hovannisian wished to obtain the right to appoint the Prosecutor General, heads of the State Revenue Committee, National Security Service, Foreign Ministry, Ministry of Education and Science, Control Chamber, Council of Justice and Anti-corruption Commission.
Raffi Hovannisian's proposal was the cause of heated discussions. There were also criticism and opinions on Facebook social network pages, that Raffi Hovannisian's this step made him one of the NSC (National Security Council).
Lurer.com spoke about this with political technologist Karen Kocharyan.
The latter noted that it is too early to say that Raffi has become one of NSC.
"I personally do not think that Raffi Hovannisian has become one of NSC. It is clear that some will say that, but I do not appreciate this, I just think that it is more likely that he submitted his proposals earlier.
By the way, becoming one of the NSC- when you are offered something, and you agree with it, but when you have proposals, it is different," Kocharyan said.
The latter also noted that this is a political process, and the developments will still show, what will happen then.
"It's still a big question, whether the President will agree with the proposals or not. If 90% of proposals will be rejected and 10% will remain, and Raffi agrees with them, then I think we can say that Raffi has become one of the NSC, but it is still early to say something", Kocharyan said.

Note that the term NSC was used in the 2008 presidential election, when acting as an opposition, Rule of Law party leader Arthur Baghdasaryan entered a coalition with the ruling party and got the post of Secretary of the National Security Council (NSC).
