12-year-old girl begged us to help her to retreat from begging

Edward Arzumanyan posted a record on his page Facebook page, which says:

"It's cruel, but it's a fact:

12-year-old girl at night raises money, spending time in the company of 20-40 year old men and begged us to help her to withdraw from the begging. And corresponding structures continue to consider themselves as fools, they say they work. 

Family-school-director-committee of guardianship of minors, police inspector ... what are you generally busy with and why do I have to follow this child and find out when and where, who and how much money she got and for what services.

That's HORRIBLE."
