Government's black list

Today the Government of the Republmc of Armenia is the most public and open, in other words, RA begins "Rearrangement-2": today interim Prime Minister Tigran Sargsyan at least announced about publicity. The first step in this direction will be the presentation of the so-called "Black list" of society. It will include those large enterprises, which will be vetoed and which will not be allowed to take part in the procurement process. His fate will be honored with those companies whose financial statements will be awarded unsatisfying evaluation by implementing audit authority.

"We adopt a similar principle using health services. If their financial records are incomplete, or the auditor finds that the published financial report has serious violation and does not represent reality, these health facilities should also find a place in the black list," Prime Minister stated.

The fact that our government and being in its composition department are still working on the relevant lists, probably no one can raise doubts. Shopping, tenders and all other transactions were organized on the basis of such lists. Accordingly, only representatives of the "white" list take part and win in the procurement and tenders in Armenia, which are mother-in-law, secretaries of the Prime Minister, Ministers, MPs, senior law enforcement officials, heads of boards, etc.

Given this reality it can be assumed that the Government decided to replace the ineffectual process of "reform," with "rearrangement" and begin "restructuring-2" from "publicity." "Black list perfectly fits in this logic."

However, the question is how these lists are drawn up, and who is going to form them. Audit, of course, will again carry out the above representatives of the privileged class who consider their responsibility for the violations identified in the financial statements of all the organizations that will not be included in their masters 'white list" and, on the contrary, will beblessed with brilliant assessment reports of their defective. So there is no doubt that the operation of the "black list" is nothing like a regular sword above heads of unwelcome. The difference is that now the sword will act openly and publicly, in the case where until now it was only the inside information.
