RA government presents new unconstitutional law to the NA.

Discussions launched at the National Assembly on February 8 over the law about legal regime of emergency situations. The bill was presented to the MPs by main rapporteur, Minister of Justice Hrayr Tovmasyan.

"This law will specify the legal relations creating in emergency conditions," the minister noted.

One of the main provisions of law relates to the opportunity of usage of army's forces in the emergency conditions. The minister said in case when police and national security forces fail to regulate the emergency situation, the army's opportunities will be used. "Engagement of army is fully constitutional," Hrayr Tovmasyan said.

In response to the concern of MP from the "Heritage" faction Armen Martirosyan whether the usage of force will not be unequal, the minister said the principle of equality will by all means be preserved.

He also specified that army divisions in conditions of emergency situation fell "under police regime", that is to say they implement police functions.

Speaking about lasting period of emergency situation, minister said it may last either for 30 or 60 days and for prolongation additional groundings will be necessary.
