Changing to proportional election system is discussed ever since Armenia’s independence, stated Gagik Minasyan, the ruling coalition’s Republican Party of Armenia (RPA) MP, commenting on the matter of passing to a 100-percent proportional election system.
“RPA has supported the idea that the number of proportional [election] seats must be increased in the parliament, by slowly reducing the majority [election system] seats,” he said.
But, as per Minasyan, the point we have reached at this time is very crucial. “Because, by reducing the majority seats, it became apparent that our smallest territorial-administrative unit, the Vayots Dzor Region, is represented by just one MP. And the future reduction in majority seats in the parliament will result in a territorial-administrative unit which will not have its own MP,” Gagik Minasyan maintained.
And as an alternative, Minasyan pointed to having a two-chamber parliament, which, however, he opposes to.
