Chairman of Armenia’s Parliament offers creation of independent monitoring body.

The election systems do not influence on the process of conduction of fair elections, Chairman of the National Assembly of Armenia Samvel Nikoyan told at the parliament hearing today.
"In the first Supreme Council of Armenia we had 260 majority system MPs and I think no one doubts that these elections were fair," Nikoyan stressed.
The NA chairman said discussions over proportional-majority election systems have always took place. They have mainly referred to two issues ensuring fair elections through the change of the system and development of party system.
"We should discuss these issues in the context of parliamentary structure as well," Samvel Nikoyan said, urging to think that whether a country like Armenia may allow itself have two-chamber parliament.
The NA chairman said experience of more than 110 countries has been examined where the majority and proportional systems are acting in parallel.
Samvel Nikoyan offers creation of a body which will implement unbiased monitoring where the authorities and opposition be they parliamentary or extra parliamentary have equal representation.
