Chairman of the RA National Assembly Samvel Nikoyan today convoked a consultation at the National Assembly. Among other issues, the notice that the RA Special Investigative Service sent to the Chairman of the RA National Assembly was also discussed during the consultation.
During the discussion, it was recorded that the issues mentioned in the notice are regulated by Articles 45, 56 and 61 of the RA law "On the Rules and Regulations of the National Assembly". In Article 56 (2) (c) of the law, it is established that a deputy can propose to see the results of a vote on the board again and express a view on any violations.
During a vote that was held during the session, MP Larisa Alaverdyan made a speech and mentioned the name of a deputy that had voted for someone else, but didn't suggest seeing the results of the vote again. The moderator of the session, taking into account the fact that the results of the vote and that the case didn't have a huge impact on the results, didn't declare another vote.
As for recalling the violations committed by deputies during the session, it is a fact that in addition to the above mentioned case, no deputy has mentioned the names of any other deputies. Thus, the person moderating the session hasn't applied disciplinary measures against deputies on the ground of Article 45 (3) of the RA law "On the Rules and Regulations of the National Assembly" and has only called on them not to vote for someone else.
During the consultation, importance was attached to the exclusion of such cases and it was mentioned that the issues related to the line of conduct of deputies were included in the functions of the ethics committee to be formed as a result of the amendment to the RA law "On the Rules and Regulations of the National Assembly" adopted by a first reading and that practical mechanisms would be discussed to prevent negative phenomena.
After the discussion, Chairman of the RA National Assembly Samvel Nikoyan decided to appeal to the factions of the National Assembly and call on them to make efforts to rule out such phenomena in the future, reports the Department of Information and Public Relations of the RA National Assembly.
