New social policy addressed to ensuring education and jobs for Armenian insecure people.

The state passes from the policy of increase of incomes for socially insecure families to the policy of increase of human capacities of families. It was stated by the Prime Minister of Armenia Tigran Sargsyan at the "Social Welfare of Children and Families in Armenia through Integrated Social Services" conference.

Noting that integrated social service is a prior issue, Prime Minister said pilot programs have been implemented through a developed concept which shows the efficiency of the service. "Our goal is to have offices working with one window principle and social servants to be well-aware of all the issues of vulnerable families and have full picture what this or that family needs and which is the prior issue for it," Tigran Sargsyan said.

The head of the government said the social inequality appears for two reasons – absence of job and unavailability of education. "The financial means of the state will be addressed to ensuring jobs for working members of insecure families," Tigran Sargsyan said.

According to the carried out studies, only 10% of socially vulnerable families have opportunity to study in universities, in case when only 82% of secure children get higher education. "It is one of the most important causes of social inequality. It means that the state must pay for education of children from needy families. The absence of financial means must not be a reason of not continuing education," the Prime Minister stressed.

He noted that apart from it, efforts must be exerted to make the socially insecure families avoid sending their children to children's houses. "It is the worst practice of cutting children from their families. The changes we want to make in our policy will be directed toward the implementation of programs to keep children in families," Tigran Sargsyan said.

Minister of Labor and Social Affairs Arthur Grigoryan said only insecure, needy families should make use of the social assistance. "The new social policy will be based on this. The integrated social service focuses on a person with his/her issues," Grigoryan said.
