The issue on shifting to fully proportional system united the opposition in the National Assembly. Armen Martirosyan, MP from Heritage Party stated during the National Assembly session on February 28 that the issue is purely political and has no legal basis. "We are not saying that the majority system is bad and the proportional is the best one. Proportional election system does not contradict the Constitution and will allow conduction of healthy discussions," Martirosyan said.
He noted that MPs of the Heritage conducted meetings in the provinces and the people understood what it is being spoken about.
Deputy speaker of the National Assembly Samvel Balasanyan noted that a political will is necessary for conduction of free, fair, transparent elections which will correspond to international standards. "I think changing the rules of the game at this moment is wrong," Balasanyan said.
