Few hours ahead of the EU summit in Brussels, Dutch Prime Minister Mark Rutte said that the two countries should first reform their judicial systems and fight the corruption and organised crime.
A decision on Bulgaria and Romania’s accession in the border-free area requires unanimity among member states of the Schengen area.
