Who sends letters on behalf of Hrant Bagratyan?

Minutes ago to different official e-mail addresses of Armenian media outlets an open letter was sent on behalf of the RA former prime minister Hrant Bagratyan.
Though the letter was sent from the official e-mail address of Hrant Bagratyan, Google found it suspicious that the letter was sent from this address. In the letter Google warns: "This message may not have been sent by": (after which is mentioned Bagratyan's e-mail address).
Judging from the context of the letter, it can be considered that the author of the letter really is not Hrant Bagratyan, though an attempt was made to mostly make similar the writing style of Bagratyan in the letter.
The fact that the letter's author is not Mr. Bagratyan, is also obvious from other details: first, there exist some unclear codes in the text, second, though the e-mail address from which the letter was sent, coincides with the previous one from which Bagratyan sent other letters, however, before the address the former premier's name is written with small letters, while in previous ones the name was written with capital letters. And finally third, Mr. Bagratyan has no habit of titling electronic letters, moreover in Latin letters, which is seen in the current letter.
Bagratyan is not answering the calls.
