Collective Security Treaty Organization Does Not Exist as Such. Ruben Mehrabyan

In fact, at certain point one should orientate: if you are waging a war, everything should obey the logic of war, if you are negotiating, you should put aside everything and be completely involved in negotiation process, stated political scientist Ruben Mehrabyan in an interview with lurer.com commenting on the statement of OSCE chairman-in-office Eamon Gilmore.
“International community once again pointed out to Azerbaijan, thet war is not an option. The most important is that OSCE chairman-in-office will state the same in Baku as he did in Yerevan. The practice of telling pleasant things when international officials came to Yerevan and doing the same when they went to Baku exists no more and in fact these visits were much like tourist visits,” emphasized the political scientist.
To our question what is the reason of neutrality of UNO Security Council in regard of this issue, Mehrabyan replied that OSCE has decent mechanisms to ensure regional security and this is why UNO Security Council doesn’t deal with that. Mehrabyan mentioned that all this comes to prove once again that Collective Security Treaty Organization doesn’t exist as such.”
“We can state that incidents on Armenian-Azerbaijani border line demonstrated that being Russia’s ally or a member of CSTO doesn’t differ from each other anyhow,” concluded political scientist.
