Disapproval of Government Program Should be Followed by Government Resignation. Levon Zurabyan.
Armenia
Today the National Assembly continued exchange of ideas after submitting the government program.
ANC deputy Levon Zurabyan delivered a speech. According to Zurabyan, if the government program is not approved, it has legal consequences.
Under Clause 4, Article 55 of the RA Constitution, such developments are followed by the resignation of the government. Thus, we are now discussing not the government program, but the vote of confidence for the newly formed government.
Can we really trust this government? First, is this a government comprising new figures, who we don’t know yet? No. Only e few ministers out of 17 were replaced. This is due to a simple reason that PAP is not a coalition member any more, and one of the newly appointed Ministers is the former city mayor, who was discharged by Serzh Sargsyan for kidnapping and beating up the one of the members of President’s Staff. If Serzh Sargsyan was guided by the principle “everything new is the well forgotten old,” we have to tell that we have a good memory. In fact we deal with a government which has been governing Armenia for the last 4 years. It is simply ridiculous to link the confidence issue of the government with the submitted government plan,” noted Zurabyan.
ANC deputy alluded to March 1 events as well. “Can we trust a government which hasn’t done a single thing to realize the state program for the compensation to the victims’ relatives and hundreds of injured, which was submitted by the ANC. This would contribute to the improvement of political atmosphere and solidarity,” noted Zyrabyan.
The latter noted as well that it is necessary to get rid of the incumbent government and authorities. According to Zurabyan, it will be possible to realize if the four factions vote against the government program.
