Linguistic Context of NSS Website
Analytical
As you know, all offices in Armenia have their own websites. In some cases they are rather active, in some cases not some much. Approximately all websites are trilingual (Armenian, Russian, English) but there are also exceptions.
For instance, the website of the Ministry of Diaspora is a five-language, websites of Ministries of Economic Block mainly don’t have a Russian version (they’re only in Armenian and in English). The logic of the language choice is simple: Armenian for locals, English as an internationally accepted language for foreigners, Russian for Russian speaking readers.
However, there is one department which is beyond the logic border. The speech is about the website of the National Security Service, which functions in English and in Russian. Thus, the SNS website is the one that doesn’t have an English version.
Besides, most noteworthy is that when the website opens, first brings the Russian version, and to turn to the Armenian language the one should press the appropriate button. Thus, fact seems to point out that Russian speaking visitors are more appreciated.
In “international cooperation” section, besides the appropriate service of some former soviet republics (with whom NSS signed a contract) it’s written that NSS also cooperates with the special service of USA, France, Italy, Germany, Greece, Iran and other countries, representatives of which don’t know Russian. In this context it becomes more illogical the absence of English in their website.
Although in the website of NSS in “history” section it’s written that the beginning of Armenian intelligence and anti-intelligence service was on August 13, 1918, but in 2008 in one of the Armenian newspapers it was written that in NSS building the photos of USSR KGB founder Feliks Dzerzhinski’s is hung. Thus, we can assume that in NSS they consider Dzerzhinski to be founder of their service, in essence identifying it with Russian KGB.
Apparently, heads of NSS identify themselves to Russian KGB to the degree that English is received as a language of enemy, and having an official website in the language of the enemy is not appropriate, and the main language, accordingly should be the Russian language.
Let’s hope, that suppositions of identifications with Russian KGB, but in any case we deal with the danger of threat on national security on behalf of NSS.
