Stepan Safaryan: our labor migrants must be fined?

According to the new law on RA administrative offences, which came into force from June 1, citizens, which will be absent from RA for more than 6 months and won’t report to RA Embassy or consular, will be fined with 3000 AMD.
In an interview with Lurer.com secretary general of Heritage party Stepan Safaryan qualified the new law as unnecessary restriction:
“In my opinion, it’s an unnecessary restriction of free commute; it’s a ridiculous tax. The new law is violation of human rights, ultimately there is a problem of immunity of personal life. The citizen shouldn’t report to the state his each step properly.”
“I have never met such a tax type in any other country. Before adopting the law, people which go out for work should be taken into consideration, which are absent from Armenia for more than six months; very often term of their absence doesn’t depend on them, so must they fine the labor migrants?”, added Stepan Safaryan.
And to the question whether this is a means to fill the budget, he replied: “The aim of filling the budget is obvious. Instead of developing economy, creating business atmosphere introducing of such absurd taxes is just a step without any perspective and future.”
Heritage will express its viewpoint on it by two ways – mobilizing the society against the bill and discussing the issue in the parliament through his party.
