RPA-PAP coalition noticed from behind the haze

Yesterday – the last day of self-rejection of local self-government elections, Ashtarak City PAP candidate, vice-president Robert Hakobyan presented self-rejection.
This morning Lurer.com tried to get clarification from PAP spokesman Tigran Urikhanyan, in response to which he said, he was not aware of the reason of his self-rejection and will inform us after having clarified it.
Note, Robert Hakobyan was not a self-nominated but a candidate nominated by PAP.
We were informed from Tigran Urikhanyan: “This is a step of tactical importance and one of the policies of the party and one of target steps. This is the general decision within the framework of our party interest. There is no any agreement or something like that.”
To our statement, that parliamentary elections showed that PAP is a leader in Ashtarak City and his self-rejection is incomprehensible, he replied: “PAP again is the leader and in future you’ll see what will happen. This is a step of tactical importance, details of which we consciously don’t publish, but in the future you’ll see what’s its goal.”
It’s a bit incomprehensible what tactical steps Tigran Urikhanyan can’t be aware of and only after self-rejection to learn about it. Generally tactical steps are planned and prepared beforehand as a result of discussions. In fact, this is at least a quick decision or independent self-rejection announcement by the candidate.
If we accept that this was a tactical step, its meaning is incomprehensible, where PAP has obvious privileges. Isn’t this a result of an agreement? Isn’t this a part of the price paid for Balasanyan’s becoming a mayor and there won’t be any concessions from PAP.
Seems RPA-PAP coalition is noticed from behind the haze even in case when Serzh Sargsyan declares about his suggestion to Balasanyan to be nominated a Gyumri mayor and about PAP not being an opposition party.
