State of human right in the Ministry of Transport and Communication. Ombudsman's report 2012

The Ombudsman Office published the serial part of Karen Andreasyan’s 2012 annual report, which this time touches upon the state of human right in the Ministry of Transport and Communication.
The following shortcomings and developments were registered in the actions of Ministry of Transport and Communication.
Several alarms were received conceding the non-sufficient condition of the roads, especially in the rural areas.
In several cases the ministry did not implement sufficient supervision for the implementation of the transportation in accordance with RA legislation and sufficient steps were not taken for the resolution of the complains received in 2012 concerning the flights.
The accessibility of vehicles for disabled people remains unsolved.
The following positive developments were registered:
Cooperation was established between the Ombudsman’s Office and the Ministry concerning the responsiveness of the violations.
Amendment was made in the law, and the parents, guardians and drivers who transport the children with special needs will not be penalized for parking in wrong places.
The process of state registration was prescribed, which clarifies the process.
In the scope of the prescribed time, the Ministry implemented studies, for implementation of an appropriate service of transportation in accordance with RA legislation.
The regular passenger routes and interstate regional competitions organized during 2012 by the Ministry of Transport and Communications were held in accordance with the requirements of the law and equal competitive conditions.
Age restriction for vehicles was removed as a result of which 1960 sole proprietors received licenses.
