A full shift to proportional electoral system will allow Armenian parliament to become a political body it once was, according to Heritage opposition party's parliamentary group leader.
As Stepan Safaryan told a news conference in Yerevan, the MPs elected through majority system are mostly passive, reluctant to participate in parliament's work and unaware of the problems of their electorate.
As Safaryan noted, most of majority system-procured parliamentary seats will be occupied by the authorities.
Armenian National Assembly includes 131 parliamentarians, with 41 MPs elected through majority system; 90 MPs – through proportional system.
To note, on December 27, Heritage and ARF Dashnaktsutyun opposition parties issued a joint statement urging for a full shift to proportional electoral system.
MP from RPA Rafik Petrosyan said that shifting to 100% proportional electoral system will be possible within 5 years.
Commenting on the offer made by "Heritage" and "Dashnaktsutyun" to shift to 100% proportional electoral system, the MP said that "our political system is not that developed yet."
Leader of "Heritage" faction Stepan Safaryan recalled that the offer to shift to 100% proportional system is not new and was made back in 2007.
"If we want to transform our parliament into a platform for making political decisions we should by all means shift to 100% proportional electoral system", said leader of "Heritage" faction.
