Armenian ruling Republican Party MP Koryun Nahapetyan does not understand why the issue of 100%-proportional system has become a key problem in Armenian political life, he said at the conference organized by the parliamentary opposition ARF Dashnaktsutyun and Heritage parties.
According to him, the Parliament had discussed the issue of shifting to proportional system before and the Venice Commission has responded to the Heritage and ARFD offers by stating there is no perfect elective system.
According to Hayrapetyan, Armenia’s Constitution states that parties express will of people, however, the provision does not anticipate that the will should be exclusively expressed by the proportional system.
“The lawmakers have come to conclusion not to pass to 100% proportional system. We need serious political reforms and strengthening of inter-party democracy,” he said adding that the discussion of proportional system is not the number one problem in Armenia. Besides, political majority had already made its decision in the parliament.
