“Zhoghovurd” Daily: Discussion on Judicial Issues and Reforms at Presidents’ Office

Yesterday a discussion on judicial issues and reforms was held at President’s office. The daily reminds that a similar discussion was held by Serzh Sargsyan on April 21, 2011. The latter ordered “to give new impetus” to March 1 case, however it continues “to sleep” up to date.
It seemed that the President should have referred in some way to shameful Harsnaqar incident, but he didn’t. The official sitting to the right of Serzh Sargsyan (judging by the photo in the daily it was Gagik Harutyunyan) took care of the details on the agenda, focusing on lawyers’ complaint and the means to settle the issue. Thus, the President hasn’t discussed any essential issue (at least officially) with heads of law enforcement agencies.
According to sources standing close to the President’s office, Chief Judge of the Constitutional Court Gagik Harutyunyan is seriously concerned about the Chief Judge of Court of Appeal Arman Mkrtumyan. Harutyunyan tasked himself to make RA Minister of Justice Hrayr Tovmasyan the Chief Judge of Court of Appeal or at least warn Arman Mkrtumyan to make him more controllable (probably it was the reason why Mkrtumyan was not present at the session). The thing is that Mkrtumyan considers himself complete owner of the judiciary and very often blames the Constitutional Court for deepening the atmosphere of injustice.
Of course, Hrayr Tovmasyna described the information published by the daily as “regular gossips,” however the situation doesn’t improve anyhow. Back in time he was denying with the similar enthusiasm that he would be appointed Minister.
