Georgian President to deliver speech in National Library instead of Parliament today

Georgian President Mikheil Saakashvili has decided to speak to the nation for his annual address from the National Library of Georgia in Tbilisi. This was announced by the president's spokesperson Manana Manjgaladze at a special briefing.

She said the format of the president's speech and other details remain unknown. "Everything will be decided during the second half of Friday when the speech takes place, the time will also be specified later," she said.

The parliamentary majority refused to listen to the president's speech in Parliament planned for February 8. The speech was postponed upon the adoption of constitutional changes restricting his right to dissolve parliament.
