Ombudsman and bussiness of slaughterhouse

Today the Armenian Ombudsman's office has issued a report focusing on the human rights situation at the Ministry of Agriculture, after looking through which, one can get an impression that Karen Andreasyan is going to make himself the monopoly of the business of slaughterhouses, or at least will have "a bigger share."
The findings, are addressed the both positive developments and the shortcomings.
- No legal requirements were proposed for using slaughterhouse as a place for killing agricultural animals;
- The Ministry failed to ensure proper food security inspection;
Karen Andreasyan's attention is not limited to this. "Pain" of slaughterhouses does not give rest the Ombudsman "positive developments" in the Ministry, in other words, in Ombudsman's praise department.
- The timeframes of the UN Food and Agriculture Organization’s (FAO) slaughterhouse development project were violated;
Moreover, the most dangerous in the operation of "slaughterhouses", therefore, will be to establish a monopoly status. There will be "Samvel Aleksanyan," who will become the owner of "slaughterhouses". And after that the goal of the final process will be more than clear. Only one will monitor everything, who will dictate prices of a meat, no one will sell meat from home, and other phenomena will completely disappear.
It is likely that "slaughterhouses" can really have a positive role. It's just another question that perhaps there is a need to prevent the monopoly of state-level and the concentration dependence of farmers.
But what all of this have to do with Karen Andreasyan, why the Ombudsman has a similar interest or motivation, it is a question. Especially, when you read once again Armenian Ombudsman's office's report focusing on the human rights situation at the Ministry of Agriculture and in shortcomings department you can not find villagers' product sales, while it is number 1st one concern of villagers.
For example, in the Martuni region after suffering a year farmers were forced to throw tons of cabbage, because they could not sell them. "Spayka" company promised to buy cabbages 30 AMD per kg, but then they cheated, and because of the villagers had no opportunity to take the product out of the country, were forced to throw the cabbages.
And the villagers, who survive only with the hope of their harvest income, in fact, go empty-handed.
But the Armenian Ombudsman, of course, does not care about these issues... Well, probably there is no use of them, but "slaughterhouse" is another matter...
