Russia needs 3-4 weeks to respond to U.S. President's message

Russia will take 3-4 weeks to prepare a response to U.S. President Barack Obama’s message. The response may be personally delivered by Russia’s Security Council Secretary Nikolai Patrushev, said senior presidential aide Yuri Ushakov. At the same time, he did not rule out it could be delivered via diplomatic channels.
Russia and the United States remain at odds over U.S. anti-missile defense plans in Europe, said Vladimir Putin’s aide on Friday after talks in Moscow this week with President Barack Obama's national security adviser.
White House national security adviser Tom Donilon met Putin and senior Russian officials in high-level talks, where the U.S. proposals were laid out in a message delivered by Donilon.
"There is no progress on missile defense," Putin's foreign policy aide Yuri Ushakov said.
